U.S. Ambassador to the United Nations John Bolton has made his presence felt at the UN in a style that should surprise nobody: bullying, obstreperous and obstructionist. With a single document, he seems to be trying to undermine months of diplomatic negotiation on an Outcome Document for the upcoming summit of world leaders in September. The draft document is a key step toward reform of the UN — something the U.S. actually supports. Bolton, who once declared that he could cut ten stories from the Secretariat building without much trouble, has taken much the same approach to the draft Outcome Document, with the possible effect that the whole UN reform process will come to a grinding halt.
